22 July 2026, Kuala Lumpur – The Dewan Negara today unanimously passed the Witness Protection (Amendment) Bill 2026, completing the parliamentary legislative process following its earlier approval by the Dewan Rakyat.
The winding-up session was delivered by the Deputy Minister in the Prime Minister's Department (Law and Institutional Reform), YB Mr. M. Kulasegaran, who outlined the objectives and significance of the proposed amendments in strengthening the implementation of the Witness Protection Programme. The amendments represent a significant step towards enhancing the existing legal framework to address current operational needs since the Witness Protection Act 2009 [Act 696] came into force in 2010.
The parliamentary proceedings were witnessed by the Director-General of the Protection Division, Prime Minister's Department, Mr. Khairul Anwar bin Zakaria @ Abdul Hamid, together with officers from the Protection Division who were directly involved in the preparation and implementation of the legislative amendment process.
The passage of the Witness Protection (Amendment) Bill 2026 demonstrates the Government's continued commitment to strengthening Malaysia's justice system through progressive legal reforms. The amendments are expected to enhance the effectiveness of the Witness Protection Programme while reinforcing public confidence in providing testimony in support of the administration of justice.
