14 July 2026, Kuala Lumpur – The Dewan Rakyat sitting focused on another significant milestone in Malaysia's legal reform agenda with the second reading of the Witness Protection (Amendment) Bill 2026.
The second reading of the Bill was presented by the Minister in the Prime Minister's Department (Law and Institutional Reform), YB Dato' Sri Azalina Othman Said. The debate saw active participation from 13 Members of Parliament, who deliberated on various aspects of the proposed amendments aimed at strengthening the implementation of the Witness Protection Programme.
The winding-up session was subsequently delivered by the Deputy Minister in the Prime Minister's Department (Law and Institutional Reform), Mr. M. Kulasegaran, who addressed the issues and recommendations raised during the parliamentary debate. Following the deliberations, the Dewan Rakyat passed the Witness Protection (Amendment) Bill 2026 during its second reading and subsequently approved the Bill at its third reading on the same day.
The presentation, parliamentary debate and passage of the Bill were witnessed by the Director-General of the Protection Division, Prime Minister's Department, Mr. Khairul Anwar bin Zakaria @ Abdul Hamid, together with officials from relevant government agencies, reflecting the Government's continued commitment to strengthening the Witness Protection Programme and enhancing Malaysia's legal framework.
The passage of the Bill marks a significant step towards improving the effectiveness of the Witness Protection Programme, while ensuring the continued safety, welfare and confidence of protected witnesses in support of the nation's justice system.
